The Forum Agenda
The three-day agenda for Investing in the Early Years: A Global Technical Financing Forum will include presentations and workshop sessions led by global leaders and experts committed to advancing sustainable financing for early childhood development. Above all, the Forum will address the concrete financing challenges that countries face in tracking and translating high-level policy commitments into scalable, equitable arrangements that work within real public financial management constraints.
The Forum will provide a platform for joint strategy development and will generate practical recommendations that will be compiled together in an Financing Toolbox for the Early Years. The Toolbox will be a collection of practical methods that link existing public financial management systems and financing instruments to service-level decisions under real constraints countries face.
The objectives of the Forum are to:
- Raise awareness: Highlight the economic and social returns of ECD and the critical financing gaps that hinder progress.
- Contribute to global processes: Provide input to the UNESCO/UNICEF/OECD Global Monitoring Report on Early Childhood Care and Education and the Act for Early Years campaign.
- Facilitate policy dialogue: Convene government, academic, civil society, private–sector, and development partners to discuss barriers and opportunities in financing for ECD.
- Promote cross-country learning: Share lessons on effective financing across the public private spectrum.
- Catalyze action: Develop practical tools and recommendations to increase and improve financing for ECD.

Parallel Sessions
On Friday, May 8, Forum participants will have the opportunity to choose between interactive and enlightening sessions led by partners. These sessions are an integral part of the three-day agenda and should not be missed. The day will be broken into three, two-hour blocks, and there are two open sessions that participants can choose from during each time block. In addition to the open sessions, certain partners have planned invitation only sessions. Review the plan and description for each session to begin planning which sessions you would like to join. It will be a full day of deep learning and connection. Sessions will be led by:

Target Audience
Since this Forum is technical in nature, we are looking for a mix of participants from sectoral ministries, ministries of planning and finance, private sector, philanthropy, international and regional networks, and civil society. Due to space limitations, participation in the Forum will be by invitation only.
